Professor Wang Yunxia Delivers a Lecture at Dongcheng Court and is Appointed as an Expert Consultant for the "Dongcheng Court Cultural Law Judicial Practice Research Group"

At the invitation of the People's Court of Dongcheng District, Beijing, on the afternoon of June 2, 2023, Professor Wang Yunxia, Director of the Institute of Cultural Heritage Law at the Law School of Renmin University of China and holder of the UNESCO Chair on Cultural Heritage Law, delivered a lecture on "Legal Issues in the Protection of the Central Axis Cultural Heritage" at the Dongcheng District People's Court. The lecture was part of the "Beijing Court Cultural Rule of Law Talent Training Series Courses" and was live-streamed to the entire city's court system.
Before the lecture, Dongcheng Court held an inauguration ceremony for the "Cultural Law Judicial Practice Research Group" and presented Professor Wang Yunxia with a letter of appointment as an expert consultant.
Professor Wang Yunxia first elucidated the academic perspectives and legal concepts of the Beijing Central Axis cultural heritage and analyzed its cultural value. She proposed that the application of the Beijing Central Axis for World Cultural Heritage status is an important means to promote the protection of the Central Axis cultural heritage and the sustainable development of the old city of Beijing. The formulation of the "Beijing Central Axis Cultural Heritage Protection Regulations" not only helps to advance the application process but also ensures that the cultural heritage of the Central Axis can be effectively protected, utilized, and passed down. Next, Professor Wang introduced the different levels of legal issues involved in the protection of the Beijing Central Axis cultural heritage. She pointed out that the legal status of the heritage composition elements is complex, and there are many buffer zone historical and cultural blocks that require the integrated application of various special laws and regulations from the national to the local level. Through the analysis of several specific cases, she pointed out potential issues such as poor coordination and ambiguous meanings in cultural heritage-related laws and regulations, emphasizing the need for a holistic approach to interpreting relevant provisions when adjudicating cases involving cultural heritage. Finally, Professor Wang highlighted the importance of the participation of local residents in the protection of cultural heritage and the protection of their rights and interests, noting that cultural heritage protection concerns the immediate interests of local residents and should be actively maintained and disputes properly resolved in accordance with legal provisions and relevant policies.
At the end of the lecture, Professor Wang Yunxia interacted with the officers present, discussing issues related to the legal responsibilities and the implementation of the consultative working mechanism involved in the "Beijing Central Axis Cultural Heritage Protection Regulations."
This lecture marked the first educational
activity co-hosted by the UNESCO Chair on Cultural Heritage Law at Renmin
University of China in collaboration with the court system, achieving positive
results. In the future, the Chair will continue to deepen cooperation and
exchange with judicial authorities, learn from judicial practices in the field
of cultural heritage law, and promote a positive interaction between cultural
law theory and judicial practice.
