Professor Wang Yunxia gave a lecture on "Ensuring the Heritage and Development of the Central Axis Cultural Heritage by Law" at the "Beijing Central Axis Cultural Heritage Lecture"

In the afternoon of September 23, 2022,
Professor Wang Yunxia, Director of the Institute of Cultural Heritage Law of
Renmin University of China School of Law and host of the UNESCO Chair in
Cultural Heritage Law, was invited to the "Beijing Axis Cultural Heritage
Lecture Hall" to give a lecture on the theme of "Safeguarding the
Heritage and Development of the Central Axis by Law" to the public.
Professor Wang Yunxia was invited to give a lecture on the theme of "Legal
Protection of the Heritage and Development of the Central Axis Cultural
Heritage" to the public. The Institute of Cultural Heritage Law of Renmin
University of China School of Law is the legal expert team of the Working Group
on the Legislation of the Beijing Central Axis Cultural Heritage Protection
Regulations (hereinafter referred to as "the Regulations"), so Prof.
Wang Yunxia focused on the content and significance of the Regulations.
At the beginning of the lecture, Professor
Wang Yunxia introduced the reasons and significance of adopting laws to
guarantee the protection and inheritance of Beijing's central axis cultural
heritage. As the cultural heritage of Beijing's central axis is complex in
composition, involving various types of ancient buildings, important modern
historical sites, ruins, historic districts, historic roads and squares, and
the legal norms involved are complicated, and there is a certain legislative
space left between the higher law and the city's regulations, the enactment of
the Regulations can unify various legal norms and provide special protection
for the characteristics of Beijing's central axis. In addition, the Beijing
Central Axis is being nominated for World Cultural Heritage, and the World
Heritage Convention and its Operational Guidelines require nominating countries
to establish effective protection management systems, and China's World
Cultural Heritage Nomination Procedures require the promulgation of special
local regulations and rules for the implementation of cultural heritage
protection. In order to stand out in the Tentative List of World Heritage Sites
in China, the Regulations have established a complete management mechanism in
line with the World Heritage Convention and the Operational Guidelines as well
as the relevant domestic nomination requirements.
Finally, Prof. Wang Yunxia popularized the
ways for the public to contribute to the heritage and development of Beijing's
central axis cultural heritage. Professor Wang pointed out that the public can
learn, understand and share knowledge about the cultural heritage of the
central axis, such as attending lectures and cultural salons on topics related
to the central axis. The public can actively participate in and organize
activities related to the preservation and heritage application of the central
axis, such as participating in various social organizations' landmark punching,
traditional cultural practice of the central axis, and old Beijing hutong
hunting activities. The public can also contribute their ideas and talents to
the development of the heritage of the central axis.
In the concluding session, Prof. Wang
Yunxia emphasized that using legal means to clearly regulate the relationship
of rights and obligations formed in the protection and utilization of the
cultural heritage of the central axis is an important guarantee for the
heritage and development of the central axis. The implementation of the
Regulations will help raise the level of protection of Beijing's historical
heritage, contribute to the formation of an ideal pattern of common governance
and sharing of cultural heritage in the whole society, and help the heritage
application of the central axis. The heritage application is an important tool
to protect and inherit the cultural heritage of the central axis, and the
fundamental purpose of protecting and inheriting the central axis is to inherit
Chinese civilization and Beijing's historical heritage and promote the
sustainable development of Beijing city.
The "Beijing Central Axis Cultural
Heritage Lecture" is an important part of the "2022 Beijing Central
Axis Cultural Heritage Inheritance and Innovation Competition". The
lecture was broadcast live online through Netease News and Beijing Youth Daily,
and was watched by more than 100,000 people. The Institute of Cultural Heritage
Law of the Law School of Renmin University of China and the UNESCO Chair on
Cultural Heritage Law will further assist in the protection of Beijing's
cultural heritage along the central axis and its inscription, and continue to
carry out public education activities on cultural heritage protection.
