TIAN Yan is from Heilongjiang province. She is a doctor of ethnic law and constitutional law postdoctoral fellow of China University of Political Science and Law. She is a professor and works at law school of Minzu University of China. 

She published "a study on legal protection of the basic cultural rights of ethnic minorities in China" (Monograph), " a study on traditional cultural property rights system" (Monograph), " a study on minority customary rights" (Monograph), " a study on economy management autonomy of ethnic autonomous areas " (ed.), "ethnic cultural compensation theory" (ed.), "ethnic economic law course" (ed.), " a study on Chinese minority cultural rights legal protection" (Associate Editor), "Chinese ethnic legal system in 60 years" (Associate Editor), "ethnic law" (Associate editor) and other writings. At the same time, she published more than 30 papers.
