Ph.D in Law, associate professor and master supervisor of the law school of Xi 'an Jiaotong University, deputy secretary-general of the Science and Technology Law Research Institute of Shaanxi Law Society, deputy secretary-general of the Intellectual Property Research Institute of Xi'an Law Society.

LIU Lina got her master’s degree of international economic law in 2006 in University of Aberdeen, UK. Then she was jointly trained as a doctoral candidate at the University of Vienna, Austria in 2009. In 2010, she worked as an intern at UNESCO in Paris, France; In 2019, she will go to law school of University of California, Berkeley as a senior visiting scholar.

She attended the ninth congress of the technical advisory committee and the eighth congress of the states parties to the UNESCO underwater convention as a member of the Chinese delegation, in Paris in April 2018 and May 2017. She was invited to give lectures at international conferences on cultural heritage held by Fremantle (Australia), National University of Singapore, National Taiwan University, Kyushu Museum of Japan, Novosibirsk University of Russia and so on.

Engaged in teaching and research of cultural heritage law, she undertakes the undergraduate courses of "cultural heritage law (bilingual)" and postgraduate courses of "research on frontier issues of cultural heritage law (bilingual)".she has published the monograph "legal protection of China's underwater cultural heritage" ( top 10 national cultural heritage books in 2015 ); as well as “From Preserving Intangible Cultural Heritage to Enhancing Intangible Cultural Heritage International Protection Research on UNESCO List of Register of Best Safeguarding Practices ", " Analysis of International Law on the return of the lost museum collections before world war II in China ", "Discuss about the construction of legal system of the underwater cultural heritage of China and the international cooperation", “From Difference to Convergence: A Comparative Analysis of the Development of the Legal Protection of the Underwater Cultural Heritage in China and the 2001 Convention, Ownership of Underwater cultural heritage in the Area” in core journals both domestically and abroad.

Currently, she is in charge of a number of research projects on cultural heritage law sponsored by the national social science fund or at the provincial and ministerial level. Such as "Research on the jurisdiction of the underwater cultural heritage and the ownership dispute in China (sponsored by the National Social Science Fund)", "Research on the fair use system of the digital copyright under copyright law"(the British Arts and Humanities Research Council project)," “Research on the underwater cultural heritage law and policy in China (deputed by the Center of Underwater Cultural Heritage Protection of State Administration of Cultural Heritage) " etc..
